OnePlus 3 is now being updated with Oxygen OS 3.2.8. This is an update to the stable Oxygen OS 3.2.7 that have been available for the device since long. The OOS 3.2.8 is still based on the newer Android 6.0.1 Marshmallow and not the Nougat. However, you can get the Android 7.0 on your OnePlus 3 with the Open Beta 8, which will soon be released soon most likely within 5 days according to the official OnePlus forums, or you can also try the official CyanogenMod 14.1 based on Android 7.1.1.
The Oxygen OS 3.2.8 brings a handful of stability updates and bug fixes along with the latest November 5, 2016, security patch updates. One of the key enhancements is that now you can shoot 1080p videos at 60FPS. The complete changelog is listed below.

How to update OnePlus 3 to latest Oxygen OS 3.2.8 with ADB sideload, stock/TWRP recovery?
The following tutorial will get your OnePlus 3 to the latest official OnePlus 3.2.8 update. The OTA update can be used to update from the previous OOS 3.2.7 to OOS 3.2.8. Moreover, the full ROM zip will enable you to flash the firmware from any Oxygen OS version or even a custom ROM.
There are basically 2 methods to install the ROM. Both for rooted with TWRP installed to non- rooted with stock recovery. The methods are listed below and will direct you to the exact tutorial.
Non-Rooted devices: use OTA update and flash via adb sideload or stock recovery
A simple method to get OTA notification on your OnePlus 3 for the Oxygen OS 3.2.8 is to use a VPN like Opera VPN and change the device location to Canada. Then go to Settings>System Updates> and scan. You will get a new update notification. Download and install.
Alternatively, you can use the OTA update that has been captured by us. If you are coming from the official Oxygen OS 3.2.7/3.2.6 then download the OTA update and install it via stock recovery or ADB sideload method. For this method to work, you need to setup ADB and fastboot environment on your PC, reboot to recovery mode, connect your device via USB, and enter “adb sideload <filename>.zip” command via terminal or command prompt.

Rooted devices: use TWRP flashable full ROM zip file and OTA update
For users who have rooted and set up a custom TWRP recovery onto their OnPlus 3 device, can manually update to the Oxygen OS 3.2.8 using flashable zip files. You can proceed with dirty flash if you are on OOS 3.2.6. Meaning, without wiping data, cache, etc. Simply boot into TWRP recovery and flash the latest zip signed flashable zip by tapping the install button.
If you are running Open Beta 7 (Oxygen OS 3.5.5 Community Build) and want OnePlus 3 then you will need to restore OnePlus 3 to complete stock Oxygen OS 3.2.8 via full firmware file. You may use the ADB sideload method as well using full ROM zip. Using TWRP would make thing easier to switch back to stable OOS 3.2.8 update.
